Assuming there are no additional constraints; YES.

I'd use a 410 bird shot, and snipe with a scope from 50-100 yards.

Edit: If I could plan it out in advance, I'd plan a winter trip to some cold AF luxury but environmentally enduring destination and have her gear up in durable Carhartt overalls, and ski goggles, so she was fortified against weather, and measly birdshot.

In addition, I'd get a prescription for the medication that famous child murderer was on, and also text myself a long list of crazy shit.

And in sure if think of a number of strategic improvements between now and that winter trip.

Maybe, do some polling of her relatives to see if they'd shoot themselves in a similar way for billions. Cause I'd have some explaining to do, and I'd be ready for every question.

Edit 2. The above assumes the absence of entrapment to prevent a crime that is 100% based upon fraudulently manufactured conditions. And similar entrapment is the best and butter of certain departments of various govt agencies, so I'd have to pass on this missed "opportunity."

The 1993 WTC bombing involved a similar entrapment, but the target was smart enough to record the FBI as they encouraged him and supplied him with the explosives.

Dumb question in so many ways.
In what situation?
Under what circumstances?
In what jurisdiction?
How do they pay you?
You can't just get 10 billion without being in the club.
You can't just get 10 billion without becoming a target.
You could pay off her friends to support you.
You could pay off the police, judge, jury, etc.
You could do it to your significant other and if she doesn't understand just find a harem that's better.
$10 billion isn't what it used to be - but it's still more than a metric fuck tonne.
